Start a franchise (custom or standard), and immediately go to sign & release. Simply sign any player with a salary over 10m (view the players salary in the far right column) and choose someone on your existing team to replace.
You can also at this time sign a player with a C- or worse to get the "Faith in Potential" achievement. You can view the players overall in the 4th column of the free agent table.
You can then delete the franchise if you do not want to play with these players.
