The easiest way i got it was in this order.
1. Go into standard franchise and play as the sand cats.
2. Go to "sign and release" and say you want to sign any pitcher (i signed a random RP, doesn't matter.) and release Trey Mondo.
3. Immediately go to sign and release and resign Trey, and then release the random pitcher you signed.

Start a franchise (custom or standard), and immediately go to sign & release. Simply sign any player with a with a C- or worse to get the "Faith in Potential" achievement. You can view the players overall in the 4th column of the free agent table.
You can also get the "Big Spender" Achievement at this time by signing a player salary over 10m (view the players salary in the far right column) and choose someone on your existing team to replace.
You can then delete the franchise if you do not want to play with these players.
