The most important thing to know is the time limit is 360 seconds / 6 minutes - the description on TA is out-of-date
It's not too bad though, and you'll probably beat it on your first or second try. My times (so you have a reference) were
0:52 after the first race
3:22 after the second race
5:33 after the third race
You need to do this through the special 'Ranking Challenge' mode, not Party Games
PS - you start with 3 boosts and collect another when you touch a golden present. You can't hold more than 3. Use one off the start line, and one out of each corner, unless there's a boost pad on the track you can use instead
