Select every team available in the tournament, and keep simulating and continuing until the achievement pops.

From the main menu, select ‘Play’ then ‘World Tour’. On the next screen, select ‘Euro Nations’ then press 
on the Settings screen to continue (settings do not matter). On the teams screen, you are going to be controlling all the teams so press on all of them so a controller icon appears next to each of them then select ‘Continue’.
We are going to be simulating all the games, and since you control all the teams, it doesn’t matter who wins. Keep alternating between pressing
(simulate) and (continue) until one team wins the tournament (takes a little over a minute). The achievement doesn’t unlock until you return to the main menu.
