I got this achievement without even trying on the second stage of the game (stage 2 of 198X).
You can charge the rocket launcher by holding down X.
Use Jeff to kill the enemies down in the subway. This will give you some kills pretty early in the mission.
You can get the rest at the end of the level. There are some enemies on the ship's hull. There are actually quite a bunch of them. If you used Jeff in the subway as well this should suffice to get the achievement.
If you, by whatever reason, still need a few kills, just use B and rewind the time to kill some more enemies.

This can done on most any level. The most important things to keep in mind is that it HAS to be the CHARGED shot and that you DO NOT have to finish the level.
