To unlock this, simply use Zackasaurus—he's the skateboarding dinosaur you unlock in the 1,000,000 B.C. world—and jump onto an enemy's head.
They'll turn into a pile of muck and you'll get a nice, shiny achievement.

Unlocked this using Shieldy Blockerson on the first level. Just use his power up, pulling the left stick down jump on an enemies head a couple of times

Just unlocked the achievement that way! I held X while jumping on the first enemy in 198X, Level 1 two times and he died. Then the achievement popped

It is possible to unlock this on the first level by jumping (
) using Shieldy's charge attack (hold 
) and pulling 
when landing on an enemies head. if this is the method you choose, you have to do it more than once to kill the enemy. I did not unlock it this way so I cannot confirm this method, however it has been confirmed by PendiRulz (see comments).

The only member of the STF who can do this is Zackasaurus. Once you unlock him just simply spawn with him and jump on an enemy.

This achievement can be unlocked at the very beginning. You can use the shield character's down bash to kill the first baddie with a gun.
