As with all the other "complete stage xy" you will get this by simply playing through the stage "Year 199X". This achievement cannot be missed
This stage as well consists of 4 levels. The last of which is again a boss fight.
There is not much else to say, just play through the levels and keep an open eye for the collectibles and you will be fine.
