I bought the opening Whacky Car (Bugsmobile) with the existing 10,000 coins, after the first cup (Whacky Cars Rookie Cup) I had 34,250 coins. This was not enough to fully upgrade the car, so do the second available cup (Motor Mayhem Cup). After the Motor Mayhem Cup I had 59,000 coins. This allowed me to purchase every upgrade and the achievement unlocked.
