But the easiest way, is to pick the Princess with the blonde hair, which has "Great for Beginners", and "More lives after stage clear" description. Set the game difficulty to 1 Yellow heart, and launch the game. Get every heart you can and the achievement will pop

Leveling up seems to happen at various point levels. This will be one of the first achievements you'll unlock. It unlocked for me very early in the first stage after having collected many hearts in a row without missing. I leveled up multiple times by the time I finished the third stage, so this achievement will come naturally as you progress.
