For this achievement you need to:

Complete the story
Complete all 9 Fast Flyer races (see Super Sonic)
Complete the 5 Bizarro levels (see You Am Bizarro)
Find all 100 lost kittens (see Mr. Whiskers)

Just to add a little more to this solution, I completed all the races and did all the Bizarro levels and then saved my game. I then knocked out the kittens in a few sittings and saved each time. I had each of the mini-games achievements, but this achievement didn't pop. I then got the story to 100% (keep doing random encounters AFTER the tornadoes until the save file hits 100% complete). I thought it would pop then but sadly it didn't. I had to do all the races and all the Bizarro challenges again in the same sitting in order for the last two achievements to pop.

For this one you have to:

complete all 5 Bizarro Mini Games (see "You Am Bizarro")
complete all 9 Fast Flyer races (see "Super Sonic")
find all 100 Kittens (see "Mr. Whiskers")

and complete the entire story mode
