Go to quick race, choose the monza track. Set it to 1 lap, sunny and legend. Set your starting position to first and you should easely win and achievement will unlock.
Mine didn't unlock the first time but the second time that I won.
Edit: I used one of the Audi's because they are 4WD. The others are RWD and are more difficult to control.

I had exactly the same problem, it unlocked the second time i won on legend in a quick race in Monza.
@toodbridge: Use whatever car you feel comfortable with, you can drive over the green curbs without getting penalty. Shouldn´t be too hard if you start in first place. Just make sure you don´t loose too much speed on the chicanes because of the long straights afterwards.

Again, quick race but set the track to Monza and win on legend.

Shortcuts will help, but it isn't all that difficult if you start in first. Just keep an eye on your rear with
