To unlock Double Jump you must bring 3 Golden Barrels to the Merchant and it cost 36 coins once it becomes available for purchase.

The skills actually seem to be linked to specific barrels. I unlocked the triple jump at the shop before the double jump (although I couldn't buy it). The double jump barrel is the one in the shack with the lava pit.
