This is unlocked by building the Shuttle Hub building found in the Infrastructure tab in the building section. In order to unlock the building, you will need to research the CO2 Jet Propulsion. This is located in the Robotics tech tree. After you've researched and built the building you should receive the achievement. The shuttles will transport citizens to new domes as well as resources over long distances.

Technically, you should be able to achieve this at some point during your game, but you'll need to research the CO2 Jet Propulsion technology under the Robotics tech tree first, which appears about halfway through the Robotics tree.
A much quicker way to earn this is by selecting the Rocket Scientist commander profile when starting a new game. This profile starts the new with the CO2 Jet Propulsion technology already unlocked, which means you can build a Shuttle Hub fro the outset.

Shuttle Hubs are available for construction once you have researched “CO2 propulsion” technology in the Robotics tech-tree. If you picked the Rocket Scientist commander profile when starting the game, the technology will be unlocked automatically. Built the structure to unlock the trophy.
