This is an End-Of-Game Tech at the bottom of the Tech tree. Simply research and build the Artificial sun.
If you are doing this achievement in a save that you will continue playing, build the Artificial Sun in a somewhat open area. The machine produces tons of power as well as light in a concerted area around the machine. Fill the space around it with solar panels for power all day and night.
