This is really easy to earn, once you have the Green Planet DLC.
Build a farm or hydroponic tower. Once completed, open up the info for the building, and select the crops being grown. You'll see a option for a "Seeds" crop. Select it, make sure that you have enough workers for the building, and wait. Once the crop is grown and harvested, you'll get the achievement!

Seeds can initially be produced in Hydroponic Farms and Farms, then later on via Open Farms and Forestation Plants once researched and the pre-requisite terraforming parameters of 10% Water and 15% Temperature have been met.
