There will come a point when you have been resource gathering and are ready to build a dome. Be sure to have plenty of resources, especially concrete, to construct a dome. You need to go to the domes tab in the build menu and pick the only option, small dome, and find a location near your deposits and your drones. If you have the materials, your drones will automatically start building the dome. When it is fully constructed, the achievement will pop.
