For this achievement, you must raise the atmosphere statistic to 50 percent. The main two ways to increase atmosphere are with carbonate processors, which are unlocked via the Carbonate Processor research (terraforming) and the Import Greenhouse Gases special project, which is unlocked via the Interplanetary Projects research (terraforming).

Raise your Atmosphere parameter to above 50% by building Carbonate Processor and Magnetic Field Generators, then completing the "Import Greenhouse Gases" planetary project.
