For this achievement you must complete the Music Inheritor side quests I-IV in order.
You start them by finding a spirit in the world and just following her quest which you can figure out on your own, but for quest pickup locations:
I: Mingshu Sect - Swallow Valley. Next to the leaf jump mini game onion guy thingy.
II: Changbai Mountain - Changbai Mountain. Below the road under the card game on the map (between trees)
III: Flora Cliff - Smoky Village. Complete bottom of the map, not far from where you spawn. She's in ruins.
IV: Lulong Town - Governor's Mansion. Upper left of the city map. She's actually in an area you have to jump over the wall to access.
The achievement should unlock upon returning to the spirit and completing part IV. I do believe these quests require you to progress the story before they show up, but I don't know the point for each. So if you don't see the quest "!" in these locations, continue the story and try again later.

The, Pants, Party
The side-quest "Music Inheritor" is broken up into four different parts. You can start the first part fairly early in the story in Swallow Valley, outside the starting town of Pingxi Village, but the final part will only be available after completing the Demon Realm late in the game. The quest starts will be marked with a blue exclamation point (!) and each step in it will be marked with a blue question mark (?) so it can easily be tracked. You can see each part of the questline in the video below.
