I'm not sure which one is the best, it would really depend on your play style as they all give you different attributes. As for the possibility of upgrading all the Spirits, I don't think you can as I done everything the game has to offer and collected every item. I maxed out 3 spirits and was a couple of levels away on all the rest.

The description on this achievement is incorrect, but in a helpful way - it actually only requires that a single spirit beast be upgraded to the max level. Spirit beasts can be leveled up to 15 which gives you stat points to increase one of two attributes that will apply if they are following you in battle. You will collect various types of "fruit" consumables throughout the game that you can feed them in the menu. The best fruit option will give a few levels each, and you should easily find enough of all thre fruits to max out every spirit anyway, but it will unlock as soon as you get your first one to Level 15.
