During "Awaken the Kid" story mission you will be introduced to cooking. When you enter your room in the first village you can cook on the stove in there. You need to cook 10 different dishes. Note that you need to cook on the cooking locations, not order food in towns, that doesn't count.
You can learn new recipes by eating in restaurants inside towns, or by opening chests, or picking items in dungeons/towns. You don't need them at all since you unlock default ones during story progression.

For this achievement, you must make (or purchase) 10 different dishes. You will find new dishes to cook in many treasure chests, and can learn them by purchasing a meal at a tavern (which seems to progress the tracker as well even though you didn't cook it personally). You should have at least twice this many or more by the end of the game, and each takes simple ingredients you can purchase at most shops, so this isn't difficult at all.
