To get this achievement you need to find out about the region’s dark past. Just read Obo’s journal before going to Steiner (you will see Obo in a cut scene being drunk), after the cut scene of Obo being drunk go inside the ship and you will find Obo's Journal at the top level of the ship, on a table.
Be sure to read the Journal and hear that Kate will comment on it.
To go on the ships top floor go in the doors and on the left or right of the screen there are stairs going up.
Just remember you need to read the Journal before you go see Steiner.
