Load Chapter 14 with Normal Difficulty. In this Chapter are 5-10 Specters to kill and earn this Achievement.
You don´t trigger the EMP Mine, throws EMP Grenades but we can use Dart Overlay and with this, the Achievement is very easy.
In the Video shows the first 3 Specters in Chapter 14, later in this Chapter are more Specters, well dont panic when this fail at this Point :)

Chapter 14 - The Wall. Near the start of the chapter you will go through a door and an enemy will grab you and issue a warning before cloaking himself and running away again. This is a Specter and there will be more encounters in this chapter. Specters appear as ghostly white outline to the naked eye and can be hard to spot from distance. You may use the DART Overlay to trace their heat signatures and kill them, just refrain from breaching EMP mines or using EMP grenades which will disable their cloaking devices.

Spectres are the cloaked guys. There will be a few of them in the level near a bunch of EMP mines. Watch for their movements and fire at them without breaching any of the mines, or using EMP grenades. There's plenty of chances to get this, as there's 10 or so spectres.
