How to unlock the Every Bullet Counts achievement in Syndicate - Definitive Guide
Make certain you're playing on at least normal as the achievement text suggests. The only thing you are not allowed to do during this fight is restock ammunition from the UAVs floating around overhead, so be careful not to accidentally hit long enough to hack one. You can, however, pick up guns and/or restock ammo from as many firearms lying around on the ground as you wish. The entire purpose of the waves of enemies before Tatsuo appears (and the wave that assaults you when he loses half of his health) is to provide you ammunition to take on this boss without using the UAVs.
When you play levels from chapter select, you have no chip upgrades and the game will give you as many unallocated points as you would normally have spent by that point in the campaign (in this case, 2 points). My recommendation is to spend these on Protective Shielding and Synchronize, which are at the bottom left corner. Your weapon loadout by default includes the TAR-21 assault rifle and the Gauss rifle (the gun that locks onto its targets and fires homing bullets). If you prefer, you can simply hold onto the Gauss rifle and save that for the boss fight, but given the amount of ammo lying around from dead soldiers, you are guaranteed to get this achievement if you do not carelessly spray your bullets around.
For those not aware, the DART overlay (the orangeness that occurs when you hit ) will slow down time, decrease damage done to you, and increase damage you deal while it is active. This is something I had not figured out this early in the campaign, so use DART mode as often as possible when firing at Tatsuo and you should gain this easily.
Kill the Enemies before the Boss comes with Meleeattacks.
At the Bossfight don´t use the LB Button until the Boss has Zero Energy and the Game tells you to hack the Boss.
Use the Weapon with the "Lock" Function and Dart Overlay, the Fight is with this 2 things very easy and no Problem.
For the Waves at the Middle of the Fight, use your second Weapon or Melee this.

This one is very straightforward, guys: Just don't breach the UAV's. Destroy them, or don't press the LB button. Easy enough; not certain why so many idiots feel the need to come here and bitch because they don't understand how to play the actual game, though...
Now, I do not suppose you would be able to comprehend it from such a perspective, as you seem to somehow perceive ZasterModa to be calling her out, but I shall gladly elaborate on it further, as inane rustic individuals usually require additional information in order to actually grasp anything.
If you were to take more factors into consideration, than just expecting everyone looking up a solution for this particular achievement, to have played through the story recently or have a good memory for that matters sake, it might occur to you that there are plenty of gamers that investigate achievement requirements weeks, months and even years after having last played the title in question. To expect everyone to
remember who Tatsuo is and where he can be located, is unreasonable, hence the solution was critizised for the lack of additional details.
Further more it is not the first time ZasterModa has being trying to highlight his own solution by criticising other members for the same achievements. I personally find that to be unnecessary and even ironic considering how little thought he has put into making his own. Another factor to consider is, that not all gamers fair equally well in different game genres, for various reasons, and once again the solutions falls a bit short in terms given a detailed describtion as to different efficient strategies. It is all to obvious that he doesn't really care much about how his solutions come across, as editing in more details requires no effort what so ever, and would have been helpful to some users of the site... but then again, I am just make my own solution right?
Claiming I am a douchebag and stating that my choice to vote negative on his solution to be "low" is amusing, to say the least. I did not try to sound condescending nor rude in any way, when writing the previous message, and certainly had no intentions of offending anybody.
You might want to mind how you pick your battles in the future, as it was in fact you who acted "low", and is that not parts of the definitions of a douchebag?

You can take down 50% of his health with 4 sniper shots, *BUT*, you must fire them off quickly in a row to take down his invisible shield quickly. For the skill points, put everything to improve DART duration and damage, so you can sniper shoot him in DART slow-mo.
Chapter 4 - A Train to Catch. This boss fight occurs at the end of Chapter 4 at the train station, after you've caught up with your fellow agent and dispatched the Aspari soldiers in the area. A train will arrive at the station along with Tatsuo, your first encounter with an enemy Agent.
UAV drones will hover in the area and drop ammo if you breach them. Your task is to defeat Tatsuo without ever breaching the UAV drones. You need to make do with the ammo dropped from the Aspari soldiers you dispatched of earlier. Tatsuo is an agile fighter with quick-dodging abilities. Activate the DART Overlay to slow time and focus fire on his head while it is active.
As the fight progresses Tatsuo will produce duplicate holograms of himself, shoot these until they disappear and focus again on the main body. Use the bulletproof glass structure in the middle to keep Tatsuo at bay while waiting for your DART Overlay to refresh before repeating more of the same.
Recommended Upgrades: Augmented Overlay and Synchronize.
This fight is at the end of Chapter 4. The easiest way to go about this fight is utilizing your overlay to shoot at Tatsuo and avoiding him otherwise whenever you need to let your overlay recharge. As the achievement says, do not restock your ammunition (aka do not breach) the floating UAVs during the fight. If you run out of ammo, just pick up any of the guns dropped by enemies before and during the boss fight. If you are careful and use timed shots and shoot only during overlay, though, you shouldn't have to even change guns.
