I can't seem to get this to happen? I'll mention my badge and he says he'll give it to him after he answers some questions, but at no point does he let him hold the badge? Is there a specific dialogue tree I'm missing?

It's at the end of the conversation. At the beginning choose "1 - You wanna see my badge?" Then continue normally (I don't remember what options I selected). At the end you get "1 - Thanks, Henry. You've been super helpful." Then you should be good, just finish the conversation and it should pop.

Stick to the first option in the dialogue with Henry from start to end and you will get this.

Can confirm with Cosminiion: just push option 1 for the entire conversation with Henry.
