How to unlock the Billowing Cyclone achievement in Tales of Arise - Definitive Guide

This epic boss fight is part of the 'Farewell, Mage" sub quest. Procella Sylph is the highest level boss available to do before post game(lvl 70), but you will probably want to leave it for the post game since it is tougher than the final story boss.

Talk to Baephon in Niez right next to the fast travel point and agree to help him. If you haven't been to Mount Dhiara Ridge before you can make your way west from the Mountain Base fast travel point to the Mountain Trail, and the west again to the Ridge. Head all the way westward, saving the ungrateful wimp along the way, and stock up on plenty of healing items for the boss fight that begins once you ascend to the top of the tower.

You need to defeat several lvl 65+ enemies while dodging attacks from Procella in the back. Once they are down, Sylph Zloa will spawn. You will need to watch out for wind tornadoes as well as Procella now while you take on the new boss. When it reaches half health bird zeugles will spawn again so try and take them out quickly because it can get overwhelming (use an omega elixir if you need to). NOTE: if you are having trouble, the enemies in this fight are all weak to the Earth element and resistant to Wind. You can also equip your party with Wind resistance to make things easier.

Once you have beaten Zloa and boarded Procella Slyph with Alphen take out a few of the zeugles if you want, but you can rush down the bosses weak point while dodging the small guys pretty easily to end the fight. Head back to Baephon and his rude son to collect your awesome reward, 36800 Gald and an artifact that boosts combat points earned from battle by 80%.

I left a comment on one of the others one at which level I got this at and am doing it for this one too.

I tried at Level 47 and it was bad. Came back at Level 53 and it seemed pretty easy. Party consisted of Shionne, Rinwell, and Dohalim. They all have all of their Artes up to that point. The hardest part seems to be with the Level 65 monsters the first two phases of the battle. The worst being when they drop the green balls like little bombers. With two healers in the party, save Life Bottles for Shionne and keep the CP filled while avoiding attacks.

This boss is part of the Farewell, Mage sub-quest. It is not fought specifically as it will summon enemies for you to fight and eventually you will jump onto its back, take out the last couple enemies then destroy the yellow core to defeat it.
