How to unlock the Godly Angler achievement in Tales of Arise - Definitive Guide
Disclaimer: This guide is not mine but comes from Powerpyx

Personally i would recommend leaving this achievement until after you have done the story. You can make progress before finishing the story but you wont be able to finish it before it due to some inaccessible areas that only open up after the story
Tales of Arise has 44 Fish and 12 Fishing Locations. Catching all 44 types of Fish unlocks the Godly Angler achievement.
You unlock the ability to fish automatically from story progress in the area “Talka Pond Road” (3rd Realm: Menancia). This is about halfway through the story, after
joins your party as a playable character. In the same location where the story teaches you how to fish, you will also find the Fishing Expert. He gives you new lures after catching enough new fish types. After catching all types of fish you need to talk to him again to unlock the trophy / achievement. You can keep track of which fish you caught and which ones you are missing under Menu > Field Guide > Fishing Notes.
How to Fish
Each fishing spot has a few types of catchable fish. Some of them appear multiple times, but for the trophy you only need to catch one total of a type. No need to catch them again if you caught them at a different spot before. After you interact with a fishing spot, press Y to see which fish are present and what button combo you must press to attract them. You always need to press 2 specific buttons to lure a specific type of fish. The ones you’ve already caught will be colored green.
1. Cast Lure RT
2. Press the button combo that attracts the specific fish you want (seen by pressing Y before casting Lure)
3. After the fish bites the lure, move the left stick in the direction the fish is swimming in. So if the fish swims right you press to the right, if it swims left you press to the left.
4. A green to red indicator will show how close the fish is to breaking loose. Try to keep it in the green, it means you have the fish safely hooked and it can’t escape. If the bar goes to red, it means you aren’t pressing the stick in the correct direction and the fish is about to break free.
5. The fish will also trigger QTE sequences and you must quickly press the button shown on screen. This will reel it in a bit, but if you fail the fish will be closer to breaking free.
6. You can also quickly press A to reel in the fish more quickly when it slows down or makes a turn, but this isn’t recommended as it can make your line snap if the bar goes in the red. Better to play it safe and not use this. (I personally held the A button the entire time from start to finish)
There are also “boss fish” which have 2 stamina bars and take longer to reel in. After casting your lure you see at the top of the screen which types of fish are present. If it’s the same fish you already caught, simply recast your lure again. It doesn’t matter where you cast your lure, anywhere works (doesn’t have to be above the golden spots where fish are jumping out of the water).
You can catch any type of fish with any type of lure and rod. What matters is that you press the correct button. But you can catch them with any lure.
However, having the correct lure will guarantee the corresponding fish has a 100% spawn chance each time. This is particularly helpful with some rarer fish and boss fish. Sometimes two fish in the same lake have the same button combo, in such cases it can also help to have the correct lure equipped. The hardest fish to catch is the Silver Marlin, you get the lure for it by catching all other types of fish first and returning the notes to the fishing expert in Talka Pond Road.
Unlocking the best rod “Alliance Marine Rod” by finishing
Ultimate Solo Battle Challenge (Level 60) is also helpful. This is done in Menancia > Training Grounds. However, you won’t reach such a high level until the endgame, but once you do it makes it easier to catch whatever fish you have left.
Fishing Gear Guide
Having the right type of lure equipped makes it very easy to catch rarer fish (especially boss fish). For the locations of all rods and lures, see the guide below:

It appears that since the release of Halo Infinite there have been some service outages which also affect unlocking achievements. So there is a possibility that it could be delayed atm. Had the same issue with a different game i was playing.

There are a total of 44 fish to catch for this achievement. The ability to fish will unlock about halfway through the main story, and you will need to visit a total of 12 locations to find all the different fish. The guide HERE has a list of every fishing spot and which fish can be caught in each location.
The trick to this is getting the right fish to spawn. When you cast, you can press a specific button combination which will entice some fish more than others. Press the correct combo in time with the green circle on the left and you'll notice some fish jump closer than others, where simply mashing any button will have them all move slowly at about the same speed. Use the correct combo to try and get the fish you want. Some fishing spots have overlapping combos, and having the right lure equipped can alter this to make a specific fish more attracted than the others. The guide HERE has a list of all rods and lures in the game. If a fish is listed as an "easy catch" in that guide, you should equip that lure to entice it more than the other fish that can spawn.
To actually catch a fish, you'll need to move your thumbstick in the same direction the fish is swimming. As the fish loses stamina, it'll jump out of the water and you'll then be prompted to press the proper button to reduce its stamina further. Continue this process to eventually land the fish. Larger fish can have an extra stamina bar to deplete, but the process remains the same. The video below shows all the fishing spots and what can be caught there, but doesn't go into detail on which lures to use for each unfortunately. Remember to reference the guide I linked above for that.

Forget about fishing until post-game. Having won a difficult single battle for the kisara, we get the best fishing rod and gradually catch fish with it. We start from a pond near the fisherman, periodically returning to him for new baits; without them, some fish will have to be caught for a long time and painfully.

do not forget, in every city where there is a merchant, look for bait.

In fact, it is not at all necessary to start fishing only after getting the most fashionable fishing rod. You can fish absolutely comfortably even in the first half of the game. I caught 25 fish (including one boss fish) with the first two starting rods... The most important thing is to understand the mechanics of fishing. When the fish jerks to the left, press L1, when the fish jerks to the right, press R1, when the fish jumps out of the water, press R2. Well, with the left stick we keep the direction indicated by the arrows. I didn’t use the line tension button X at all. The behavior of the fish is easy to read and it is always clear which button needs to be pressed.
Fishing will be more difficult with the very first fishing rod. But as soon as we catch 10 fish, the fishing specialist will give out a beginner's fishing rod, with which fishing becomes very simple if you understand what and when to use. In my case, the line tension indicator was pressed to the left edge of the green zone in 80 percent of cases. It was more difficult with the first boss fish (for me it was the Golden Catfish), but still, I managed to pull it out the first time.
I have completed the first part of the game, and, probably, in the future I will encounter more significant fish, for which the very last fishing rod will come in handy. But if you like fishing in games, then there is no point in waiting for post-game. You can easily have fun throughout the game, because new baits and fishing rods are found in different places throughout the story.
Good luck with your fishing everyone!
PS I'm playing through the game on Box, but I don't think anything works differently in the Sonya version)
