This achievement is tied to the "Untamable Rage" sub quest. You will want to do this late in the game (I did it just before the final battle) since there are lvl 54 enemies and the boss is lvl 60.
The sub quest is available from "Elderly Fishing Fan" in Thistlym after you've passed through the Forland Mountains. If it isn't available you might need to progress with your fishing collection a bit.
You can enter the dugeon "Fogwharl Limestone Caverns" from the southern campsite in Shinefall Woods. Make your way south all the way through the caverns until you reach the Inner Sanctum where you can rest and buy items before the boss fight. The boss will unleash strong water attacks and continuolusly spawn smaller enemies.
Focus on attacking the boss while using Rinwells Boost Gauge to interrupt the small enemies magic. In the 2nd phase the boss will absorb the small fries and the fight becomes more straightforward. After you beat him you will be rewarded with the legendary fishing spot. Head back to the rich man to finish the quest and get a recipe, artifact, a Title for Rinwell, and heaps of money for your trouble.

I'd like to point out that it IS doable at Level 43. Its first form, Undine Drop, is the most difficult part of the encounter, but carefully watching and healing Shionne is pivotal to doing it. Having as many Peach, Lemon, Grape, Orange and Pineapple Gels as well as Life Bottles, Elixirs and Omega Elixirs is a must.

Deceiver
This boss is part of the Untamable Rage sub-quest. It is a two part fight where you will have to fight Undine Drop who will continually summon Slimes, after that boss is defeated you will then have to fight Luo Undine.
The, Pants, Party
This boss will be encountered during subquest #54. See the list HERE for how to obtain and complete this quest.
