How to unlock the Jackpot achievement in Tales of Vesperia: Definitive Edition - Definitive Guide
You can visit Nam Cobanda Island to gamble after the final dungeon appears, which happens after the Secret Mission 20 skeleton boss in Capua Nor, and Sodia asking you to save Flynn.
The island is in the far northwest. Enter the building from the east side or else it'll yell at you for going in the wrong entrance.
You want to go into the first building on the left after you pass the entrance stand. You'll have to talk to everyone in there to get introduced to the activities. Buy chips with Gald from the counter by where you entered. Don't spend your grade!
To earn chips, you'll be playing Poker. Don't buy more than a few hundred chips because it's just a waste of gald; you can easily earn more chips from a small stack. After you're all ready to play, it might be a good idea to make a safety save to start with.
The poker game is stacked in your favor as long as you know when to quit. With any hand above 2 of a kind, you can choose to double or nothing by just guessing whether the next card will be higher or lower. This easily starts to add up to thousands of chips if you get it right a few times in a row. If your card is a 7 or 8, your odds of being right are not that good, so consider just quitting if those cards come up. You can consistently gain chips as long as you're smart about when to call it quits.

Late in the game (just before the final dungeon) you will be able to enter the town on Nam Cobanda Island in the NW of the map. Play poker with the max bet and double down after winning for the high/low game as many times as you feel comfortable (up to 10) and then cash out. If you get a card in the 2-6 range, "high" is a safe bet. Any face card, "low" is a safe bet. And remember, an Ace is not a "1" but actually above a King. Jokers are the highest, even above Ace.
