How to unlock the Low Level Challenger achievement in Tales of Vesperia: Definitive Edition - Definitive Guide
You need to be level 15 or under when you kill Barbos AND the EXP is tallied. To play it safe, go INTO the Barbos fight at level 14. If you level up past level 15 when the EXP is tallied when you kill Barbos, you will NOT unlock the achievement and have to play from the start all over again, so be careful!
I unlocked this with 1 hour and 17 minutes from a new game+ file, so it should be fast to get. I ended at level 13 on Yuri and 12 on the others skipping all the fights with holy bottles except the fights the game forces you to complete.

This is best done in Ex New Game, so you can use the Grade Shop to buy the "1/2 Experience" modifier. As per the speedrun guide, before creating your Ex New Game, stock up on as many Holy Bottles as you can buy. Using these means trash enemies will not attack you (you can tell it's active by the white mist coming off your lead character) so you'll only earn XP from forced battles as part of the story. As soon as Repede joins the party be sure to activate his 'Holy Breath' skill if you've carried them over to extend its active time.
Difficulty doesn't affect the amount of XP earned (only grade) but I did this on Easy to get through it faster.
The trophy will pop after the cutscenes at the save game prompt.
You also can not level past 15 with the experience earned from beating Barbaros, so make sure you're level 14 or lower when you get to him to be safe. Switch the battle difficulty to Easy from the data tab in the menu to help since you will be a lower level than the bosses. Try to avoid most normal battles along the way as well with Holy Bottles. If you are toward the top of Ghasfarost and are not level 14 yet, go ahead and level for a bit to get there so you can have all the health and attack power possible.
Note: There may be a miswording of the achievement and you may have to actually be below 15 to get it, not at 15. Aim to be level 14 after the experience earned from the boss just to be safe.
This will have to be done on your second (or third) play through the game. After you finish the game, start an EX New Game and buy the perk "1/2 experience" from the Grade shop, along with anything else that will help such as the HP/TP increases, items, artes and skills. This way you can be sure that you do not exceed level 15 before getting to Barbaros but will still be well prepared.
