How to unlock the Secret Mission 4 achievement in Tales of Vesperia: Definitive Edition - Definitive Guide
It's quite difficult to get this guy to stand still long enough to perform the feat. If you have any anti paralyze gear, throw it on. Bring lots of curatives.
Eventually you'll leave Mogue's (sp?) estate and board a ship. You'll encounter 3 lowly pirates, a cutscene and then Zagi. What you need to do is fling him overboard. No specific time, just get him in the water. There are 2 locations to do this at that are pretty clear. I found that using anything with an uppercut such as Fang Strike was great to pop him up. Once in the air you have about 0.5 seconds to click your Overlimit, blasting him backward.
Once you've achieved this goal, he will fall overboard and "Great!" will appear in the center of your screen. After the battle the achievement will pop.

I would also add that you can have Karol in your party set to only cast Dragon Upper. Helps a ton in knocking enemies way up in the air. However, I was not able to get this by knocking him up under any circumstances, I was ONLY able to get it by using overlimit when Zagi went into the air with his special ability. I got what I thought was a perfect triple knock up + overlimit at the edge with no luck. Had a poorly timed overlimit while Zagi was coming back down from his air attack and it worked.

Yeah the knock up is strictly there to give him a higher starting point for when the Overlimit knockback hits. So any and all knock ups will work. Once he is at the highest point of the knock up, hitting your overlimit should work if he is directly between you and the edge of the boat.

You need to have your Overlimit available (use a bottle if necessary) and place yourself at either side of the ship after drawing aggro by attacking Zagi a few times. Hold to defend and wait for him to use the Cyclone attack, then press the D-Pad after he goes through your guard and into the air above your head to trigger Overlimit, which should knock him into the water.
