How to unlock the Low Level Challenger achievement in Tales of Vesperia - Definitive Guide
After you have completed your first game, and hopefully found all weapons and armor in the game you can start a EX new game. At the grade shop I would recommend:
Max 99 Items (Grade 400)
- This one will help you not to use up all your Holy bottles when you are in the field/dungeons. (Unless you want to run away from all battles)
Items (Grade 500)
- Extremely important. You keep all weapons, armor etc from your previous game.
Craft skill (Grade 10)
- Needed so you can synthezise Winged Boots as soon as possible.
Gald (Grade 1000)
- Unless you already got a full inventory of Holy Bottles, this one comes in handy so you always keep a full stock, especially if you want to explore a little bit of the world as you go. (And if you are playing on a higher difficulty you might need to add health items to your inventory)
Artes (Grade 1000)
Skills (Grade 1000)
Skill SP 1 (Grade 3000)
- All previously learnt Skills and Artes makes those few battle you have to fight a walk in the park. And with the SP1 perk, you will be able to use 9-14 skills in the final battle. Vitality, Defence, Strenght, it all helps.
Increase Max HP (Grade 500)
Increase Max TP (Grade 500)
- 20% more HP and TP.
Increase Over Limit (Grade 1000)
- The Overlimit gauge filles twice as fast
1/2 Experience (Grade 10)
- The most important item to buy. It is probably not possible to do this achievement with a normal amount of experience.

IMPORTANT: You will probably not want to continue with this game after you have defeated Barbos, so do not save over your completed game file, or else you will lose everything. Either don't save at all, or keep it in a separate file.

As you progress with the story always remember.
1: Always equip your character with the best weapons and armor in your possession. Do this everytime you meet a new character.
2a: Use Holy Bottles frequently. You'll see it when it wears off.
or
2b: Escape from all random battles. Put all on Defence, and pick Escape from the Battle Menu. Karol also have the Run Skill which makes escaping faster.
(I would recommend 2a, since then you don't have to change the Battle Strategy between boss battles, and it's a lot quicker)
3: If you want as low level as possible, always switch out the character with the most experience from the active party. And don't equip any EXP Share, Happiness or other experience boosting skills.
4. As soon as you get to Halure you should synthesize the Valuable Winged Boots. These make you run faster everywhere.
If you only do those neccessary ones all characters will be level 11 when facing Barbos, except Karol who was at 9. This means that you do have some room for error, but don't get closer than about 1200 exp from level 15 depending on how many of Barbos' henchmen you have to face. (You will get 1000 from Barbos himself)
With all characters maxed out with their equipment and skills the bosses will actually not manage to be any kind of threat. Actually with characters at level 9-11 Barbos still only managed to do 1 damage with his strikes.
Difficulty is Easy by the way, but since this seems to be a riskfree solution, you might want to play on a higher difficulty just to get a challenge. You still would have almost unlimited with health items so the risk would still be low. Then I also would recommend the Resurrect/Angel's Tear skills.
This will have to be done on your second (or third, etc.) play through the game. After you finish the game, start an EX New Game and buy the perk "1/2 experience" from the Grade shop, along with anything else that will help such as the HP/TP increases, items, artes and skills. This way you can be sure that you do not exceed level 15 before getting to Barbaros but will still be well prepared. You also can not level past 15 with the experience earned from beating Barbaros, so make sure you're level 14 when you get to him to be safe. Switch the battle difficulty to Easy from the data tab in the menu to help since you will be a lower level than the bosses. Try to avoid most normal battles as well. If you are toward the top of Ghasfarost and are not level 14 yet, go ahead and level for a bit to get there so you can have all the health and attack power possible.
Note: There may be a miswording of the achievement and you may have to actually be below 15 to get it, not at 15. Aim to be level 14 after the experience earned from the boss just to be safe.
