So for those of you that hate money and love saving time, $1.99 in the Xbox store will unlock this upon starting your next game after buying it.
I had reached level 20 and still had many runestones to go, and from what I could tell, you unlocked one per level. Plus, leveling up was much slower going from 20-21 than it was from 1-20.
Assuming you want to do it the normal, free way, you just unlock one per level. But it was my last achievement and thought I'd give it the old college try; bought it in store, started a new game, and unlocked immediately.
