Runestones are awarded as you level up in game, gathering experience as you gain rewards such as PvP Master and Big Spender. They come in three types: Bronze, Silver and Gold, each one of them granting bonus that can be enabled at the start of the game.
I got my first Gold Runestone around level 7 or 8 I think. Before that, all of them were either Bronze or Silver.
Keep gathering Runestones and you will eventually unlock the following achievement:
