The key is here is to avoid clicking on the Reroll button accidentally. You will get the option to reroll a dice on the movement phase, during combat or when visiting various places. Be mindful of what button is highlighted during the game. Losing fate because of adventure cards won't prevent you from getting this achievement.

To make winning a game without fate easier, set up a game with no respawn. Choose the Assassin as your character, and play against a low-strength character such as the Priest. Now, chase your opponent around the board and perform assassinations repeatedly, without using fate.

I did it on a game using the Highland expansion, and that was perhaps a mistake. Chasing an AI player is more difficult on a bigger board, especially when shortcuts and teleporting options become available. There were also more opportunities for healing. I ended up reaching the Crown of Command instead to win the game normally.
