How to unlock the The best kind of Tomorrow. achievement in Tango Fiesta - Definitive Guide
I am fairly certain this achievement is glitched (or has an incorrect achievement description).
I have done the following without success:
-Gotten more than 199 kills in Arcade mode
-Gotten more than 199 kills in level
-Gotten more than 199 kills in a world
-Gotten EXACTLY 199 kills in a level
-Gotten EXACTLY 199 kills in a world.
So far, no luck. I have contacted the devs and hope to get some clarification on what is required, or if we just need to wait for a patch.
I am going to try to play around some more and see if the description was supposed to read '1999' body count.
Update (9/12/18): After about a year and a few attempts at contacting the devs, I finally got a response. Unfortunately, they are indicating the likeliness of this game getting an update is dependent on the company's future performance. If they become successful, they will have the time and resources to go back and fix older games. Otherwise, they will be directing their resources elsewhere. Take that as you may.

It has been a little over a year since I got that response and nothing else has come to light. Unless there is a workaround that no one has figured out. I would say this will remain forever glitched.
