Special tiles appear every 15 speed matches. So what you want to do here is start a dash game and leave 32 tiles on it. After this, reset the speed bonus and start matching without losing the bonus.
When you match the 15th pair, a special tile will appear exactly on the two remaining tiles, so you got to be fast and click on them right after they appear. Since you know where they will appear it is easier than trusting on your reflexes.
I can guarantee you can do this with a mouse, since I done it.
This might need a couple of tries, because time tiles appear randomly with other special tiles.

A simple way to get this, as pointed out by Rusty Nail, is to buy the Chrono Pack and I quote him: "you will have a time tile at the beginning of the 1st stage of the 1st level, which has 40sec on the clock. It's ready to match up, and you gain 40sec. plus the achievement popped".
As stated by Senior Chupon, the chrono DLC is, currently free.

^ Nice. Counting and keeping the speed bonus can be trick. So planning ahead before making the moves is the best option.

Here is a stupidly easy and super quick way to get this achievement.
Go to ORIGINS mode and scroll right to select the CHRONO game.
this game mode is similar to the dash mode you will have played before.
Start a new game and the game immediately puts a bonus clock blocks in at 30secs. Just match the blocks before it reaches 10secs and the achievement will pop

I earned this achievement using the following method:
- Start a new game, relax and play the first puzzle round, DO NOT let the combo chain reach 15.
- Once you start the second puzzle, wait till the combo drop to zero, whatever chain you get previously.
- Quickly solve puzzle 2, leave the last one or 2 tile pairs very close to each other. When you reach combo 15, there should be only 1 or 2 pairs left.
- Once the 10 second tile appears, quickly match them and the achievement is yours.
- If failed or other types of bonus tiles appeared simply start a new deal again and repeat from step 1. One round costs less than one minute! You are guaranteed to get it in a few trial.
And good luck.

it takes more then 1,5 minutes for each attempt since you can't quit out. the game auto save. and all you do is lose time if you attempt it. so either you keep trying on higher puzzles or you have to let the timer count down.

If you hit Escape there is a start new round option in the bottom right. That way you don't have to sit through the whole game.
