I'm not sure if this is glitched or not. Every gas station except for 1 has a car wash. I washed at every station that had a car wash and this hasn't popped. I went back to the gas station that didn't have one and drove around it, no car wash in sight. If someone finds the last one, please let me know.

I figured it out. At the station near Bogatell Pier, it has 2 car washes. Use both of them.
