Biggest accessibility issue to this achievement is the money to buy the 5 cars for the staff. So you do need to grind first to make a little cash, and make enough for the Min Car purchase (your next $5,000K car).
Once you buy your 2nd car, hire an employee, and you're on your way.
Note that employees dont start work until the NEXT cycle of the day. So if you put them on a 9am start, they wont start until the next 9am time. Time cycles as you play only (and time is accelerated ofc too.).
Then Rinse and repeat.
Once you have 5 employees, make sure they are all assigned to the same shift (I did 9am start time as it was about 4am when I was driving around at that point.).
Then just wait. My achievement popped as soon as 9am ticked over.
LAST TIP: If you want to make easier cash, and you are a little bored with driving, then leave the game active, and park your car in a car park spot. Make sure you have at least 1 employee on shift (the more the merrier).
Then, just leave the game on. The in-game clock will keep cycling, and the shifts will kick over. When their shift ends, you will get the income. I did this to help me get the quicker cash to buy the taxis.
