There are 7 gas stations around the city. Drive to each one and fill up. The gas station near Bogatell Pier has 2 stations, I filled up at both just in case.

Does it have to be 100% refueled or can I just fill it up a little?

Car does not need to be 100% refuelled. On my last gas station, I only filled up 1% and got the achievement. You also don't need to use all the stations at Bogatell Pier. I only used one as this was my last stop and got the achievement.
