To do this achievement at the moment I recommend use a 'alt-account' for the ghost time that you want to beat.
Race with the alt-account 1st, try not to get too high of a time.
Once you have the time keep a note of it.
With the main account go to leader-board and select 'my position'.
(Not a fan of this but it's all I can think of, this may get longer as more players are added)
Then scroll down till you find the alt-account with the time you kept a note of.
Select A and should be able to race the alt-accounts ghost, it be as simple as beating your alt account's ghost.
At the time of posting this I see no 'friends leader-board', had to use the general leader-board to find players.

An easier way/ less time consuming way is to set a slow time on your main acc, add the person above you on the leaderboard as a friend, then beat them. Just did it, and it works.

This wasn't unlocking for me after beating my alt account friends time. I managed to unlock it after removing and re-adding my alt account as a friend. After beating him again the achievement unlocked.

You must beat your PSN friend time position on leaderboard from Time Attack option. Make sure that your friend pass through the lap with pretty akward time. Then, just beat it.
I had a interesting story with this trophy.

Basically it's simple as is, but probably in my case that trophy is bugged. For me, it doesn't pop in when complete a lap. And one more thing, often the ghost of your friend time doesn't load many times. Weird weirdo.

This trophy should be a cakewalk to unlock but its more complicated then what it should be.
First off, make yourself a favor and find someone to do this trophy with because scolling down the leaderboard to find a beatable score then send a friend request hoping the other person accept your friend request will be a massive waste of time, scrolling down to position 10 000 take at least 25 minutes(i did it, such a waste of my time) and you can go even further then that, easy score to beat are around position 35 000 and higher so imagine how much time you would waste scrolling all the way down to that position.
Even if you have a friend with you it will be work for the reason there is no "friend leaderboard", only a "world leaderboard" which means what you have to do for this trophy is find your friend in the leaderboard then set is time as a ghost, which still can be extremely painful to find is time.
The way to do it is, you and your friend need to pick a track (i recommend ocean view, short and easy) and both of you set a time really close to each other (me and my friend did it on ocean view, i had 36.119 and he had 36.299 and we were still 2000 position appart) once you did a lap or 2, quit the race and wait at least 5 minutes for your time to register, for your time to register it also has to be at least a bronze medal (which is why i highly recommend ocean view, really easy bronze to beat) if you plan on stopping at the finish line to make a super easy time to beat it wont register in the leaderboard.
After waiting at least 5 minutes go in the leaderboard and push square to find your position, then scroll to your friend time and set it as the time to beat, it will say the time has no ghost but still say yes, when you will start the race you will see your best time on the left side of the screen and under it there will be the time or your friend to beat, after beating the time the trophy will still unlock even if there is no ghost.
If you don't have any friend to do the trophy you can still do the same step above with a second account, connect to your second account, set a time, disconnect from it then connect to the account you want the trophy, set a time as close as possible to your second account then do the same step i explained above to find the score in the leaderboard.
I hope this help clear things out for those still struggling to get this trophy.

This will require someone from your PSN friends list to set a time on the leaderboard (a bronze time or above) for any track. You must find them in the leaderboards (easier to do via number), race their ghost directly and beat their time! Whale Lagoon is the shortest track in the game to do this on.
