This achievement will come with time as playing the game normally. Just keep playing events like usual to earn credits and pray to the RNG gods when spending the credits on mod pods you get the parts you need. I got this achievement before spending 5,000 credits myself so all about that sweet RNG as to how quickly you get it.
To clarify every character has 3 mod slots (Front, Rear, and Wheels). Each mod slot has 6 total mods but if you look closely it is really 2 sets of 3 mods. 3 normal mods and 3 legendary versions of those same 3 mods. You only need the 9 normal mods for each character YOU DO NOT NEED THE LEGENDARY VERSIONS. You can distinguish between the normal and legendary mod versions because the legendary parts and icon are gold colored while the normal are not gold.

This is a completely random trophy and no real way to 'cheat' or get it out of the way.
You need to spend your coins at the mod slot (10 coins per mod) and just keep getting mods until the trophy pops.
Each character has Front, Rear, and Wheel mods, but you do not need to get the legendary ones, so it brings it to 9 per character you need to be lucky enough to get.
You also do not need to check or equip each mod for the trophy to unlock - i was still using the mod slot when the trophy randomly popped up :)
This trophy also works towards the spending of 5000 coins, obviously, and i unlocked it probably just under half way of that one.
Just pray you don't need to continue spending after 5,000! xD

Performance Mods are available to win from the Mod Pods machine using Credits. Each roll is worth 10 Credits. With 15 characters in the game, each with 3 areas of the vehicle that can be customised – Front, Rear and Wheels - there are 135 Performance Mods to collect in total.
Additionally, 135 'Legendary' gold versions of those Mods are available too which are not required for the trophy.
