You will need to get these through using credits on Mod Pods and getting the relevant parts for a single character.

Win any race and there you go.

It was the horn that I missed. I had applied vinyls but because horn isn't in the pre-race menus I didn't even think about it. Thanks for posting :)

In the Garage or before entering a race, apply 3 different Performance Mods to your vehicle, a new Paint Kit, Vinyl and Horn. Participate in any race in that vehicle and make sure to place 1st individually in the race.
