This is a simple achievement, and can be obtained from the start!
Start a Grand Prix match with a second controller, main as Eggman and second as Sonic.
Eggman is available from the start in this mode
Meet both controllers at a pick up point and use player one to hit Sonic with your prize your
button boost also counts, repeat this three time to unlock this!

I actually earned it in 1 player exhibition race (selected bonus box to start with offensive item).
Also happened to get "Cause 3 opponents to spin out by shunting them with Pink Spikes" and "Gain 6 positions using a single Yellow Drill" in the same race.

If you have two controllers, this is fast and easy.
1. Sign in both players at the main menu.
2. Select Local Play/Exhibition Race
3. Choose Standard Race/Planet Wisp
4. Press the
button for Race Options.
5. Set Number of AI Racers to 0 and then press the
button to go back to the Select Track menu.
6. Select the Wisp Circuit track.
7. On the first (primary profile's) controller, pick Eggman. Choose Sonic on the second controller.
Once the race starts:
1. Drive both players to the first set of item boxes.
2. With Eggman in first place, have him collect an item box. He should receive the blue block.
3. Have Sonic drive into the block.
4. Repeat the previous two steps until Sonic has been hit three times. Achievement unlocked!

You can do this in local co-op, where Player 1 is Eggman, and Player 2 is Sonic. Both drive to item boxes, and just Eggman's items to hit Sonic 3 times for the trophy.

Sonic is a popular character and multiple players can play as Sonic in the same race so playing online races will increase your odds of encountering this character to hit him with a Wisp. Playing a game mode such as Rocket Race is ideal as you will have plenty of Rockets at your disposal to launch your attack! You can also use your Team Ultimate to spin out a racer too. This can easily be achieved in a private lobby with a player on a rival team playing as Sonic.
You will not be able to achieve this in Team Adventure since you cannot play as Dr. Eggman in this mode.
