very simple just have your second controller pick up a shock powerup and hit x to hit him just a half second before hitting b to use it.

I found an easy way to get this achievement. With the second controller I picked up the shock perk. Then I waited until an invincibility perk appeared. I positioned both players by it. I then grabbed the invincibility with the first controller. With both players next to each other, I activated Shock on the second controller and then simply hit x on the first controller. No need to time hitting each other.

DarkPaul's comment should be in the solution, it's MUCH easier than trying to time the hits. I did it first try with the invincibility+shock combo
