In the beginning of part 3 Fission, you'll be unable to open Van Der Wall's apartment door after trying to get an answer. Talk to Agent Lao and ask her about the door. She will splice it using her Wetware systems and the achievement will pop.

If you reload the autosave and instead use your Jolt-Gun on the door controls you'll unlock
