On Episode 8 of Story Mode, you'll be on Crisis On Coney Island, and around halfway through the episode you'll come to a screen with five balloons on pumps, and you're told to pop the balloon. Attack any of the pumps to inflate a balloon until it pops, unlocking this achievement. I'm not sure that it's possible to fail this, and I don't even think the game lets you move on until you do this, so this is essentially story related.

Halfway through the Coney Island level, you'll come across a series of inflatable balloons, and a prompt to blow them up. This can be done while playing solo, guaranteeing that you win. Simply attack any of the pumps to inflate a balloon until it pops.
