Casey Jones is unlocked by beating Story Mode for the first time.
Once unlocked, you need to play a co-op game (local or online) where you're Casey Jones and your partner is Raphael. Then, simply press
to high five and unlock this achievement. Obviously doing this locally with a second controller so you can pick the two required characters is easiest. Otherwise, you can check Arcade Mode online lobbies. It shows which characters are being played as in each lobby. Join one with Raphael, pick Casey Jones, and high five Raph when you join the lobby.

You will need to play as Casey, while a second player plays as Raphael. Finally, when you have an opportunity with no enemies around, press 
to have Casey hold his hand up for a high five. Raphael must approach Casey and press , and the trophy will unlock.
