How to unlock the No need for Mutagen! achievement in Teenage Mutant Ninja Turtles: Shredder's Revenge - Definitive Guide
This will be the longest achievement in this game.
In Story Mode, there are seven characters that count for this achievement:
During Story Mode episodes, the points that character has will be displayed above their health in the upper right corner. Max Power Level requires you to amass 2000 points with a character. How points work is that each regular enemy you kill is one point, each boss you kill is worth 30 points, and then you get a bonus for beating an episode. There is no impact from combo meter, speed you complete a stage, the difficulty, or anything else that I'm aware of. So, the only focus is on killing as many enemies and bosses as quickly as you can.
It's important to note here that the number of enemies in a stage is influenced by playing co-op. However, this is only the case for a second player. When a second player is added, there are more enemies AND they have more health. From three players to six players, there are no extra enemies, just higher health. This means that having two players gives you the most enemies to defeat toward leveling up. If you're doing this by yourself, your second controller doesn't actually need to join the game to get the benefit of extra enemies. You can just turn on the controller, press at the start of a stage, and leave that controller on the character selection options while you play through the stage with your main controller. You'll have more enemies to beat, which means leveling up faster. This also means they'll have more health, but on Chill difficulty this won't really matter. For the boss fight, beating a boss gives everyone in the game the point bonus, so you'll actually want to have that second controller join the game during the boss fight so they get the points too, reducing the amount of replays needed for each character.
As far as which stage to replay, I find the first stage to be most efficient. I can finish it in around 4 minutes and get around 150 per run. However, it's not very exciting, so if you have co-op friends, feel free to just play through the Story Mode with each character rather than grinding.
However you do it, once you get all seven base characters to Power Level 10, this achievement will unlock.
