Casey Jones is unlocked as a playable character upon beating Story Mode for the first time. Refer to Complete Season (35G) for doing that. Once done, you'll get a notification that he's been unlocked. Simply start up a game in either mode and choose him as your character. This achievement will unlock as soon as you load into the game and start the episode.
Mendel
To play as Casey Jones, you'll first need to complete Story Mode with one of the other six characters to unlock him. Then, either continue your Story Mode or start a new game and select Casey.
