As the description says, simply revive a downed teammate in either Story or Arcade, and either local or online co-op. When a teammate loses their health, they'll get a ten second countdown where you need to get nearby and hold 
for a few seconds to revive them. Enemies can interrupt this, so try to eliminate all enemies first (
attacks being especially effective) before reviving your teammate.
If you play in co-op you'll be doing this continually throughout your playthrough.
